If your Plano roof is asphalt shingle, the product on sale now is not the one a builder would have bought in the 1980s or 1990s. A second roof is a chance to choose on purpose what was first chosen on price.
Three-tab shingles are a single flat layer cut into tabs. Architectural, or dimensional, shingles are laminated and heavier. Most replacement roofs today use the second kind.
Shingles are tested for impact resistance and rated Class 1 through Class 4, with 4 the highest. Ask the contractor what class is being quoted, and ask your insurance agent what, if anything, it changes on the policy.
Separate from impact. Class A is the highest fire rating. The city's handout sets a floor for individual replacement shingles at Class C.
The rating on the wrapper assumes the manufacturer's nail count and placement. The warranty does too.
“No unpackaged shingles (seconds) are to be used.”
Individual replacement shingles must carry a minimum Class C rating.

The first one is worth a moment. Factory seconds are sold cheap, loose and without a wrapper, and a roof built from them has no manufacturer warranty behind it. If bundles arrive on your driveway unwrapped, that is the question to ask before they go up the ladder.
The shingle is the part you see and the smaller part of what keeps water out. Underlayment, starter strip along the eaves, drip edge, valley lining, and flashing at every wall and penetration do the rest. A quote that names the shingle and nothing else has left most of the roof undescribed.
Heat is the other half. An attic that cannot breathe cooks shingles from below through every North Texas summer, which is why ventilation belongs in the same conversation as the shingle line.
A cover-over hides the decking, adds weight, and leaves nothing for the attic inspection to confirm. Where the existing roof is wood shake, slate or tile, the city's handout requires removal. Most second roofs are full tear-offs.
That depends on the price difference quoted and on what your own insurer does with it. This site does not predict either. Ask the contractor for both prices and your agent for the effect on the policy, then compare.
Many Plano subdivisions have an association with rules on exterior changes. Check your own documents before material is ordered; the rules differ from one subdivision to the next.
A contractor who works Plano can walk through product, rating and price on the same roof.
