Fascia is the board the gutter hangs on. Soffit is the panel under the overhang. Together they close the gap between roof and wall, and they are where a roofing problem and a siding problem turn out to be the same problem.
Water that gets behind a gutter, from a missing drip edge or an overflow, soaks the fascia where nobody can see it. The gutter begins to pull away, and that is usually the first sign.
The mitered joint at an outside corner opens with age. End grain soaks up rain and the corner goes soft first.
A soffit panel that droops or shows a water mark means the roof edge above it is leaking, or that an animal has been at work.
Soffit vents are the attic's air intake. Layers of paint, or insulation packed against them from inside, shut it off.
A roofer replaces drip edge and the first course of shingles. A siding and trim carpenter replaces fascia and soffit. The rot sits between them. When a roof is being replaced, the fascia is fully exposed for a few hours with the gutters down, and that is the cheapest moment there will ever be to replace it. Ask for it to be checked and priced as part of a re-roof scope.
The soffit matters to the roof for another reason. It feeds the attic's ventilation. New soffit panels are a chance to restore intake that has been blocked for years.
City staff may approve “repair or replacement of gutters, soffits, roof brackets, exposed rafters, and rafter ends to match existing.”
New gutters, soffits, brackets or rafter ends on the front or primary facade go to the Heritage Commission.

For the few houses this covers, “to match existing” is the phrase to remember. More on the downtown heritage district page.
For fascia behind them, yes, at least along the affected run. They can normally be rehung if they are in good shape.
Options include primed wood, fiber cement and PVC trim. Each takes paint differently and costs differently. Ask the contractor what is being quoted and why.
A wildlife removal company first. Once the animal is out, the opening is a soffit repair.
That is often the fascia. Say which corner and how long it has been that way.
